Robin Lafleur, Executive Director
Robin Lafleur is a powerhouse in the affordable housing space and currently serves as the Executive Director of the Mueller Foundation, where she champions a bold vision: to redefine what homeownership can look like in a modern, thriving, and inclusive community. With a sharp strategic mindset and a deep-rooted commitment to sustainability, Robin leads transformative efforts that go far beyond housing—they empower lives, anchor neighborhoods, and create long-term opportunities for stability and equity.
At the Mueller Foundation, Robin spearheads initiatives that make homeownership not only more accessible but also more meaningful. She oversees the Foundation's homeownership operations, resale strategies, and long-term stewardship programs, ensuring that each home in the portfolio is part of a larger, lasting impact for generations to come.
Robin brings a wealth of experience to her role, with a career rooted in affordable housing and real estate consulting. Before joining the Mueller Foundation, she led HomeBase Texas, a key program administrator of the Mueller Affordable Home Program and a dynamic partner of the Foundation. As Austin Habitat for Humanity's real estate consulting and brokerage arm, HomeBase allowed Robin to blend innovation with service, building deep expertise in equitable housing solutions, policy navigation, and market strategy. Her leadership helped pave the way for scalable programs that serve real people with real needs.
Robin's approach is both passionate and practical. She's known for her unwavering dedication to fairness, her ability to collaborate across sectors, and her instinct for turning big ideas into real-world solutions. Through her work, she doesn't just help people find homes—she helps them build futures.
Her leadership continues to inspire a new generation of housing advocates, changemakers, and community builders. With every project, Robin is driven by one mission: to create accessible pathways to homeownership that uplift individuals, strengthen neighborhoods, and move us all toward a more just and inclusive future.

Frances Ferguson,
Senior Advisor
With over 35 years in affordable housing, Frances Ferguson is the Senior Advisor of the Mueller Foundation. She initially advised Catellus on Mueller's affordable housing plan two decades ago and now oversees the Foundation's transition to actively managing its portfolio of shared appreciation homes.
Frances has led strategic innovations to advance affordable housing locally and nationally. As the founding executive director of Foundation Communities (1986-1997), she introduced service-enhanced rental housing at scale in Austin and Dallas-Ft. Worth. In her 23 years with NeighborWorks America she led the development of capital and professional development resources for nonprofit rental housing developers, which provided homes for over 200,000 households. Frances serves on the boards of HousingWorks Austin, Affordable Central Texas, and the Texas Housing Finance Corporation. She holds a master’s in real estate and finance from UT Austin and a bachelor’s from Oberlin College.
